The Nine Dash Line

Pacific Defence Cooperation Initiative

WHY IT FORMED

Since 2019, a small cadre of strategic planners in Canberra, Tokyo, and Singapore had been asking uncomfortable questions about American reliability in an era of domestic polarization. Their "Trilateral Strategic Dialogue"—deliberately given the most boring name imaginable—had produced contingency frameworks that gathered dust in filing cabinets. Communication protocols. Pre-negotiated basing agreements. Draft command structures that no one expected to use. When approached in 2023, Wellington had politely participated while privately dismissing the exercise as unnecessarily alarmist.

WHO DECIDES

The Pacific Defence Cooperation Initiative’s command architecture was a product of its diplomatic origins. The 2024 negotiations that produced the JCC structure—conducted under conditions of acute political sensitivity—was fraught with many challenges, one of the most intractable being how the military forces of the Coalition might be operationally controlled.
After days of fruitless discussions, Indonesia proposed that instead of a NATO-style Supreme Coalition Commander or sending every major decision back to civilian governments, PDCI would have a “Joint Command Council” consisting of a flag-level officer from each member country, who would all have to agree before PDCI forces took any action.
The Australian delegation accepted the formula with what later participants described as unseemly speed, and Japan, having been waiting only for Australian movement, fell in line shortly afterward. The Supreme Coalition Commander position was abandoned. The PDCI would fight, if it had to fight, by committee.

WHAT IT CANNOT SUSTAIN

PRECISION MUNITIONS AT THE START: ABOUT 10 DAYSBY THE MORNING OF 8 APRIL: HALVED

The depth problem had been visible to PDCI planners for years. From the earliest days of the Trilateral Strategic Dialogue—the PDCI’s predecessor, formed in 2019—sovereign manufacturing capability had been identified as the most pressing of several known vulnerabilities. Only Japan possessed a robust domestic arms industry, and Japanese constitutional restrictions limited its export until the Ishida reforms of 2024. The next tier (Australia, Indonesia, Singapore) possessed partial capability. The remainder were almost wholly dependent on foreign suppliers, principally the United States. As the post-2024 American retreat from its alliance commitments accelerated, this dependency became an existential crisis.

WHERE IT SITS

The Pacific Defence Cooperation Initiative facility—known to its inhabitants simply as "the Hive"—stretched across three subterranean levels beneath an unremarkable industrial building just inside the perimeter fence of Republic of Singapore Air Force Base Paya Lebar, its mundane exterior hiding forty meters of reinforced concrete.
